RHTP Workforce Funding by State: How to Find and Use Your State's Allocation

Why “by state” is the only question that matters

There’s no single national rulebook for how Rural Health Transformation Program money can be spent on workforce. CMS distributes the $50 billion, five-year program to states, and each state submits a plan describing how it will use the funds. Providers then access the money through that approved state plan.

That means the practical answer to almost every RHTP workforce question — what’s fundable, who’s eligible, what the timeline is — lives in your state’s plan, not in the program’s general language. If you take one thing from this page: find your state’s plan before you do anything else.

Step 1: Locate your state’s RHTP plan and allocation

Every participating state has an approved plan and an allocation. Start here:

  • Your state’s Department of Health (or equivalent) RHTP page — the primary source for the plan, priorities, and any provider application process.
  • CMS RHTP program materials — for the federal framework the state plan sits inside.
  • Your state hospital association or rural health association — these often publish the clearest plain-language summaries of what the state’s plan funds.

What you’re looking for: the workforce-related objectives, which provider types the state prioritized, and how (and when) providers request funds.

Step 2: Read it for the workforce signal

State plans vary, but workforce shows up in recognizable ways. As you read, pull out:

  • Which workforce activities the state named — recruitment, retention, training, grow-your-own, workforce technology. (For the usual categories, see what RHTP funds can be spent on for workforce.)
  • Which provider types are prioritized — critical access hospitals, rural health clinics, long-term care, behavioral health, tribal health.
  • What outcomes the state committed to — these are the metrics your own request should map to.

Step 3: Align your request to the plan’s language

The strongest provider requests don’t just describe a need — they speak the state plan’s language back to it. Map each thing you want funded to a specific objective in the plan, and show how it produces the outcome the state promised CMS. That alignment is what turns a good idea into an approvable one. A note on timelines

Because states run their own processes, there is no single national deadline for providers. Timelines are set state by state and tend to move quickly once a plan is approved. Don’t wait for a national date that isn’t coming — track your state’s process directly.

The state-by-state structure is actually an advantage for prepared providers. States are moving at different speeds and with different priorities, so an organization that has already built a credible workforce transformation plan can move the moment its state’s process opens — while competitors are still figuring out what RHTP is.
